West Hollywood Soft Story Retrofit Program.

Ordinance 17-1004  which was adopted on April 17, 2017, requires the mandatory retrofit of existing buildings of wood-frame construction where the ground floor contains parking or other similar open floor space that causes soft, weak or open-front wall lines with one or more stories above. These types of buildings performed poorly in past earthquakes because of the weakened open wall line which oftentimes leads to substantial building damage or building collapse causing loss of life, personal injury and substantial property damage.  read more

Santa Monica passes the nation’s most extensive EQ retrofit plan.

Santa Monica is poised to require safety improvements to as many as 2,000 earthquake-vulnerable buildings in what would be the nation’s most extensive seismic retrofitting effort. Their safety rules would go beyond what Los Angeles has done by requiring not only wood apartments and concrete buildings to be retrofitted, but also steel-frame structures.  Steel buildings were once considered by seismic experts to be among the safest. But after the 1994 Northridge earthquake, engineers were stunned to find that so-called “steel moment frame” buildings fractured.

The city has already identified about 13,500 apartment complexes that officials suspect need repairs. Seismic retrofitting is the modification of existing structures to make them more resistant to seismic activity, ground motion, or soil failure due to earthquakes. With better understanding of seismic demand on structures and with our recent experiences with large earthquakes near urban centers, the need of seismic retrofitting is well acknowledged. Prior to the introduction of modern seismic codes in the late 1960s for developed countries (US, Japan etc.) and late 1970s for many other parts of the world (Turkey, China etc.),[1] many structures were designed without adequate detailing and reinforcement for seismic protection. In view of the imminent problem, various research work has been carried out. State-of-the-art technical guidelines for seismic assessment, retrofit and rehabilitation have been published around the world – such as the ASCE-SEI 41


As many of you are aware, the City of Los Angeles recently passed a new law requiring that apartment owners with buildings susceptible to substantial earthquake damage must retrofit their buildings in the next few years.  This year notices will start going out to owners with properties that meet the city’s criteria.  I myself own several properties requiring these retrofits because my buildings have soft-story parking where there is parking under the second story. So, not often but from time to time I come across an exceptional vendor I feel compelled to share with my clients.  I selected Cal-Quake Construction only after carefully researching a bunch of companies.
